Millennium Village will set high standards

English Partnerships commissioned a review by Gardiner and Theobald after the Deputy Prime Minister asked EP for a full report on progress judged against the original aspirations for the Village. The Deputy Prime Minister has considered the report and has agreed that the development should proceed.

In answer to a Parliamentary Question from Clive Efford MP (Eltham), John Prescott said:

"I have today placed in the House libraries copies of the report provided by English Partnerships and which was produced by Gardiner and Theobald."

"I have discussed the report with those leading the project and have agreed that the development may proceed. I have authorised English Partnerships to release the first parcel of land to the developers, so that work can start before Christmas."

"I am satisfied that Greenwich Millennium Village is now broadly on course to deliver the original aspirations of the project. The architect, Ralph Erskine, is content that the present scheme proposals are consistent with his original masterplan. I have received personal assurances from Alan Cherry, the Chairman of Countryside Properties PLC, and Bob Hawley, the Chairman of Taylor Woodrow PLC, that the Village will, as planned, set the high standards of innovation and sustainability which are needed for such an important mixed use scheme for the 21st Century."

2. The Greenwich Millennium Village is a highly ambitious and diverse mixed-use scheme being developed on the eastern side of the Greenwich Peninsula. It will comprise 1377 homes, 20% of which will be affordable housing units, integrated with the rest of the development, and all of which will be linked through a village-wide IT network. The homes are to be built to the highest standards, using best practice and new methods in construction techniques and incorporating advanced energy and water conservation measures. Waste recycling also features highly in both construction and operation of the Village.

3. The Village will contain a school and health centre, together with recreational areas and an ecology park. All will be linked by a network of cycle paths and pedestrian routes. A key aim of the Village is to reduce dependency on the car and make maximum use of the same comprehensive public transport links that will be serving the Millennium Experience at the Dome.

4. The developer for the Village is Greenwich Millennium Village Ltd (GMVL), whose shareholders are Countryside Properties PLC and Taylor Woodrow PLC. Mr Alan Cherry is Chairman of both Countryside Properties and GMVL. Dr Bob Hawley is Chairman of Taylor Woodrow PLC.
