Copthorn Homes' associate design director David DeVries, accepted the award, presented in conjunction with The Guardian newspaper, on behalf of Copthorn Homes from the distinguished architect Michael Manser CBE RA RIBA RWA at the award ceremony at London's Landmark hotel on 8th April 1999.
The award-winning Delta Building was constructed after a block of derelict commercial and residential buildings had been demolished to make way for the widening of the East India Dock Road. The remaining site had become an unofficial fly tip and a potential hazard for children who always find such sites a magnet. However, thanks to Copthorn Homes' visionary treatment, the resulting development of 21 townhouses and 18 apartments not only totally transformed the area but also sold out within just a fortnight!
The judges - which included Michael Manser, Jonathan Glancey, architectural editor of the Guardian, and Michael Hanson, Group Property Editor of Condè Nast Magazines - were unanimous in their praise for the external design of the new housing which they pronounced 'clearly of its own time' as there had been no attempt to imitate the architecture of the past.
Details which caught the judges' eye included Zinc rooftops which gave the Delta Building a crisp, modern feel. Copthorn Homes' extensive use of timber cladding was considered most effective as was the inclusion of sensibly sized balconies which, rather than being purely decorative, were large enough to sit on.
The Delta Building was also considered worthy of merit because of the provision of integral garages, off-street parking spaces and small rear gardens, all of which were considered bonuses in homes which were specifically aimed at the lower end of the market:
