Mr Prescott asked English Partnerships to prepare a full report on the project in July. Gardiner & Theobald were appointed by English Partnerships to carry out an independent assessment of the project. Their report has concluded that:

"the scheme is on course to deliver the aspirations of the winning submission… Greenwich Millennium Village Ltd is committed to the delivery of the scheme, they comprehend the task ahead of them and demonstrate a genuine effort to meet the targets to which they are legally committed."

Welcoming the Deputy Prime Ministers statement, Alan Cherry the chairman of Greenwich Millennium Village Ltd. – the Joint Venture Company comprising Countryside Properties PLC and Taylor Woodrow PLC – said:

"We are obviously pleased that the Gardiner & Theobald report has demonstrated that we are on course to deliver the commitments we have for the Greenwich Millennium Village. We have set ourselves very tough environmental and sustainability targets and we are going to deliver them.
"We recognise that there have been delays in the programme but our view for some time has been that we must get the project right. We are obviously pleased that John Prescott has announced that land will now be released and we can confirm that work will start on site before Christmas.
'We all know that UK house building and urban planning have to change as we move into the 21st century. We know that our scheme in Greenwich is part of the process of kick-starting this change. It is the most high-profile and radical housing project that has been undertaken.'

The proposals for Greenwich Millennium Village incorporate nearly 1400 mixed tenure homes, commercial and retail areas, community facilities and a network of sustainable modes of transport. The innovations include flexible forms of living accommodation, improved benchmarks in construction practice, and demanding environmental targets for reducing energy consumption and water use.
